The plan would provide funding and technical assistance to states that would partner with operators “to voluntarily and permanently plug” low-producing oil and gas wells on nonfederal lands, according to the notice of intent issued by the Environmental Protection Agency and DOE.
Environmental restoration around wells and a competition for increased air monitoring assistance are also included in the agreement, which gleans its $700 million in funding from the Inflation Reduction Act.
